Legal Question in Personal Injury in Louisiana

If you are in a car accident and you didn't have your car registered but the other car was at fault for failure to stop at a stop sign could that person who car is not registered be held liable.

The person who caused the accident is liable for damages. However, both drivers could receive traffic citations.
