who needs to be the owner

my friend is selling land belonging to her and deceased husband. there are 4 kids in family. land was joint ownership but husband no longer lives. does she need kids permission to sell. we want to put a home on location and she thinks kids could block the sell.

Assuming there was no will, the 4 children inherit an equal share of their father's 1/2 interest in the property. They must agree to the sale, or any one or more of them, including your friend, can request the court to sell the property.
