You're at somewhat of a disadvantage being in CA, but MD has a law which entitles you to send notice by certified mail to the maker of a bad check that if he doesn't make it good within 30 days, he is subject to a penalty of up to $1000 plus a $35 collection fee. Of course, you would have to sue him in court to get a judgment, and then you'd still be faced with collecting on the judgment. Also, it's a criminal offense to knowingly write a check on a closed account in payment of goods or serviced already received. You'd have to come to the state's attorney's office in the county where the client lives to pursue this. Or you can just turn in over to a collection agency and let them try and recover your money.

Try to get your local police to take action on it as a crime. You can file suit in small claims court.
