Legal Question in Consumer Law in Maryland
can you sue for false advertising if you order a product online and you got something totally different and the seller is only trying to give you a refund and not the actual product?

This is not false advertising -- it's breach of contract. You can sue for breach of contract; however, that won't go very far if he's trying to give you your money back. Take the refund.
