Reporting debt to a collection agency

I received a letter from a collection agency. If I wrote a letter disputing the debt within 30days do the still have the right to place the debt on my credit before investigating it?

You didn't state if they have in fact placed it on your credit report. If the disputed matter appears on your credit report you need to write the credit reporting agency noting the dispute. There are statutes and regulations relating to procedures you and the credit agency have to follow.
