Medical bills for a decedent should get paid out of estate assets.

The prior answer is true. As a result, the executor/personal representative must gather the assets of the decedent and pay his/her liabilities (including the medical bills) from the assets. If the liabilities exceed the assets, the family and executor are not responsible for any deficiencies.
