Legal Question in Criminal Law in Maryland

In 2006, my boyfriend was convicted in the Circuit Court of Maryland of Manufacturing of a CDS - Marijuana and received 2 years of supervised probation (plus community service and drug abuse classes), which he completed with no problems. The supervised probation was dropped to unsupervised within a few months. A few months ago, his lawyer filed a motion of reconsideration with the court and the felony conviction was dropped (or "replaced' as he explained it) to a Probation before Judgement. My question is, when he was convicted back in 2006 his right to possess firearms was taken away because of the felony. Now that he no longer has a felony on his record, but instead a PBJ, can he legally own firearms again? Also, this is the only thing on his record. No trouble before or since then.

No, because he would stIll violate the federal prohibition.
