It is a civil commitment to the Department of Health and Mental Hygiene for drug and alcohol abuse. Often inmates see it as an opportunity to get out of prison, but depending on the availability of bed space in treatment, a prisoner might have to remain in prison after he might have gotten parole or even after a sentence has ended, so that he complies with the requirement of treatment.
