what does arraingment postponed. reissued/ personal service mean

It probably means that the defendant failed to appear for arraignment, and that the court ordered that a summons be issued with the effort to serve the defendant in person, because the court file did not indicate that the defendant would have or should have known about the hearing. Perhaps the defendant did not appear, because he did not in fact know about it.
