I happen to think that AA County has the highest percentage of sleazeball prosecutors in Maryland (if not the world). Therefore, I trust almost nothing they say. I don't know if they suggested the anger management, or if so, what they promised, but you should definitely consult a lawyer to see what can be done. My consultations are always free and I am always extra happy when I can win a case in Annapolis.

You do not have to have a lawyer, but you have a right to one. A lawyer can help you evaluate whether the state has a strong or weak case, whether a plea offer is fair, try your case, advocate for you at sentencing, and advise you at each step in the road. your opponent the state will have a lawyer. I offer a free initial consultation.
