"Speedy" is a relative term depending on the seriousness of the charge and the complexity of the evidence. Perhaps a person might go to trial the next day for a non-jailable citation in a jurisdiction that is not very busy. A judge ultimately decides whether a trial is speedy enough for the law, considering the court's docket, whether trial would be unfair to a party who was not prepared, and any other factor that might arise in a specific case. I am aware that a year and two weeks may be too long for a dui and three years may be too long for a murder in Baltimore City.
