Civil could mean a forfeiture, but other than that, the State's Attorney wouldn't be involved. A felony dismissal date is just a control date for them to either drop the charge, or drop onl the circuit court tryable felonies, or indict it.

Felony dismissal most likely means that the state is seeking an indictment from the Grand Jury. Perhaps whoever told you civil court meant circuit court. This is serious. Felony convictions carry more severe penalties both in terms of incarceration and fines. In addition a criminal record can cause employment, residency, and other problems.
