Theft involves taking proprerty that belongs to another with the intent to permanently deprive the owner of the property. The intent may be inferred from the circumstances, e.g. A popped ignition or broken window. Unauthorized use is using something without permission, such as using something beyond what the owner has given permission to do, such as driving across the country, when the owner only gave permission to go to the store.
Make a demand with a deadline, then file a complaint and apply for charges.
