While you may answer no about conviction, because you could not have gotten a conviction expunged, you should not answer no about arrest, unless you have never in fact been arrested. If whoever asks, later finds out, then you would be caught in a lie. Granted it is extreme for an employer, lender, or landlord to ask about arrest as opposed to conviction, because people can be arrested when they have not done anything wrong, you have to ask yourself whether you want to do business with someone who would hold a mere arrest against an applicant.
