Legal Question in Criminal Law in Maryland
False Imprisonment
My 17yo daughter was detained without requested 'legal representation' and forced to sign a 'promissory note' for 'stolen' cigarettes. Her store manager was then suspended for 'illegally selling' her cigarettes.

You daughter should not make any more statements to anyone until she has consulted with an attorney.

Merchants may detain suspected shoplifters long enough to recover stolen property and determine the person's identity.
Your daughter's case may be resolved informally through the Department of Juvenile Services. If it is not, then the State's Attorney may pursue juvenile charges, or depending on your daughter's history criminal charges.
You and your daughter should consult with a criminal defense lawyer, who is familiar with juvenile matters.
