If i have a felony in Maryland from 1995 can it be dismissed?

You could do something after the fact such as a coram nobis petition, or even a post conviction if you are still incarcerated or on probation or supervised release. Either of these would require that you show that there was some error made.

A charge might be dismissed, but a conviction may not.
