Legal Question in Criminal Law in Maryland

I am filling out a criminal history verification for access to work on a military base. I was served a summons and went to court for the charge, but the plea states Nolle Prosequi. I was never hand cuffed and taken to jail. So does this mean I was technecally arrested or not?

If you were served with a summons, you were not arrested in the true sense of the word. So on your verification, if it asks about prior charges you should state that you were charged via summons and the charges dismissed. Unless it asks only whether you were ever arrested, then say no.

Also, you should be eligible for expungement which is something that can take several months, so in your line of work dealing with government installations, you should file a petition immediately. It's an easy process to handle at the district court clerk. I can also assist you, if necessary.
