Legal Question in Criminal Law in Maryland
A friend of mine was arrested in Maryland for a warrant in Texas. The charge is Unlawful Use of a Vehicle. He has no record, this is his first and only charge. He is being detained in Maryland. Do you think that he will be extradited back to Texas?

That depends on whether Texas is willing to spend the money to send officials to Maryland and transport your friend back to Texas. Often states are not willing to spend the money. Ultimately, Maryland has to release your friend if Texas does not take action.
Unfortunately, this can recur anywhere and anytime a law enforcement officer learns of the warrant. Unless your friend takes action to resolve the matter in Texas, then your friend may be arrested and held over an over again.
William is right. Make sure he takes care of the thing in Texas! Unless he can avoid all police contact for the rest of his life.
