While you might go to a court commissioner and make a complaint for theft and malicious destruction of property, your complaint probably belongs on the civil side as a landlord - tenant dispute. I believe that Rent Court for zip code 21224 is located at 600 East Fayette Street downtown. Additional information is available at mdcourts.gov . Good luck.
