No. If your grandson were incarcerated, then prisoners may be required to maintain basic hygiene. However, that is an issue of cleanliness, instead of style. If hair is worn in a particular way for religious reasons, then the First Amendment must be considered.
Sometimes hair might have to be cut as a condition of employment, if long hair would pose a danger to the employee.
