is there any laws in Maryland pertaining to filing a malicious, fibulas, restraining order that has caused monetary, physical, and corrector damage to the defendant.

Perjury prosecutions are rare, because the State usually concludes that it lacks proof beyond a reasonable doubt.
If you can prove actual financial damages, and if the defendant has the resources to pay, then perhaps a tort lawyer might take your case.
