Life means that the Maryland Parole Commission may recommend release on parole, but unlike sentences for a specific term of years, any sentence that includes life or life suspend all but a term of years, such as 25, the Governor must approve the parole. Accordingly, parole is usually not granted to anyone whose sentence includes life. If a person were sentenced to life suspend all but 25 years, he or she would probably serve 85% of it. That is 21y3m.
