if a man is released from prison in maryland after a 20yr sentance for armed robbery,with several other violent convictions on their record, is that man free to travel outside maryland without restriction?

Are they on probation or parole? If yes, likely they are restricted.

If on parole or probation, then the parolee or probationer must get permission from his agent before leaving the state. This is one of numerous conditions. Check the probation or parole order.
