what is the meaning of a mistrial...and the judge ask for the cost of the trail

A mistrial is declared when the court finds manifest necessity that the trial may not continue, such as jury deadlock, illegally prejudicial information given to the jury, or circumstances that endanger the people involved like a hurricane. It does not trigger double jeopardy that bars retrial, as long as there is manifest necessity.
