Can a parolee in the state of Maryland get violated for failing to testify as a state witness❓

Yes. One of the standard conditions of parole or probation is to obey all laws. If summoned to testify, then a witness must appear. Unless the witness has a valid privilege that excuses him or her from testifying, such as the 5th Amendment privilege against self-incrimination, then the witness must testify. Refusal to do so would be contempt of court, and that is a crime.
