what is the resposibility of a business to their public when it comes to being robbed at their property

Unless the business committed a criminal act, it has no criminal responsibililty. If it were negligent in some way that led to someone committing a criminal act (e.g. failing to follow safety regulations or failing to put a light in a dark parking lot where the business knew that people have been robbed previously), then people who have been injured may sue civilly.
Businesses have been prosucuted by states and the government for criminal negligence, criminal fraud, and racketeering.
