Is there a statue of limitations on a federal kidnapping warrant?

The existence of a warrant implies that 18 USC s 3290 applies. It provides that no statute of limitations shall extend to any person fleeing from justice.
If s 3290 does not apply, then s 3282 might apply. It provides for a 5y statute of limitations unless it is a capital offense, the offense involves human trafficking, or the offense involves a child.
