In Maryland, even if it were dropped, dui/dwi are exceptions to expungement. However, if you were not convicted, most employers, landlords, and lenders would not care. Anyone can be arrested, regardless of whether he or she broke the law.
Actually, you can expunge a DUI if it was a not guilty or dismissed, the exception William is referring to only applies to Probation Before Judgment. But the reason your case got dismissed would have been very specific to your situation, there's no way we would know. Be careful when applying to a government job about saying whether or not you have been arrested/charged. Pay careful attention to the questions they ask on the application. Keep in mind that "law enforcement agencies" would still have access to whatever may be left of your record, if anything.
Much of the answer to your question is based upon the type of background that will be performed. Everything stays on a record, the issue is the type of record. In most instances expungement records are not available for review but then this depends on the type of clearance being sought. You should have your record reviewed to determine what could be done to improve it.
You should also understand the type of job and associated background/clearance. You should understand the application process and how to approach it. Be mindful that there are others in similar or worse situations who have jobs where a background clearance is required.
