Legal Question in Family Law in Maryland

My boyfriends parents are divorced he's currently living with his father he will soon be 16 and wants to know if he can legally move in with his mother without his fathers consent can he do that?

The mother will have to file a petition to modify custody noting the son's age and desire to move with her. The court must issue its order before the son can move in with her.
