When a child has a joint custody parenting plan and the child resides in Colorado with a parent, does the non-primary parent, who is located in Maryland have the right to demand time with her son in adherence to Parenting Plan of 2003?

Every parent has the right of visitation with his/her child unless a court takes it away, which would only happen in extreme circumstances. If such visitation is spelled out in the parenting plan, you should demand that it be enforced.
