What can a non-primary parent do, when the other parent, who has falsely established primary care of a child, by lying in legal documents from one state (Oklahoma), moves to another state (Colorado), where residency is establish? Does the non-primary (residing in Maryland) have any rights to pursue judgement against that primary parent for lying on legal docs?

If you want to try and gain custody of your child, you will have to pursue that in Colorado if the child has lived there for at least 6 months. Courts are reluctant to change custody unless it's clear that it would be in the best interests of the child to do so. I don't know what you mean by "pursue judgment". If the other parent made false allegations in a legal proceeding, you should have challenged those assertions in that proceeding, not wait until it was over and then complain about it.
