my daughter WILLINGLY moved out of the house with her 18 year old boyfriend, can i pursue charges on him?

You didn't state the age of daughter. If you believe there is statutory rape, you should contact the police and let them investigate the matter.

If your daughter is a minor, then the boyfriend may be charged with a sex offense depending on your daughter's age.
