My daughter's father and I were never married and don't have a child custody/visitation order in place. She has lived me since birth and in October I had let her father take her for a couple of months so that I could get back on my feet. We agreed I would see her in December for Christmas. He calls me hours before I am to leave to tell me he wasn't meeting me with her. He won't answer my calls and that if I tried to pick her up from school that he would have me arrested. Can the school deny me access to my daughter without a court order?

You do not state which October the child was born. The police will enforce an order of the court.
Since there is no court order for custody you have every right to have your daughter with you, and the police are not going to get involved despite the father's threats. You need to get a court order regarding custody, visitation and child support. If you can't afford an attorney consult the bar association in your county to find out about pro bono (free attorney) or reduced fee options that may be available to you.
