Can the law force a father to buy food and clothing for his children?

Father is a government employee who makes over 89,000 per year.

Mother is a sub. teacher who makes less than 600 a month.

Yes--every parent has a duty to support their children. The mother could file a court petition for custody and child support, or if they are separated she could apply for gov't assistance and they would pursue the father. I assume we're talking about children living with the mother who are still in high school or younger.
