can a man file for reconsideration of child support if he's never paid before?

A motion for reconsideration has to be filed within a narrow timeframe. Is he challenging the amount or paternity?

If he is outside the timeframe for filing a motion for reconsideration based on the monthly award, he can file a motion to modify the order. The order could be modified going forward. However, he would be responsible for back support.
