Does a mother of a child have any say in the father signing over his parental rights

Yes. Your question was rather devoid of details, such as who currently has custody of the child. If the father, the mother could certainly seek custody over a non-parent. If the mother has custody and the father is attempting to avoid his responsibilities as to child support by doing this, that won't fly with the court. In addition, the father can't promote someone else into a fatherhood role without the consent of the mother.
