NCP warrants

is there a law that a judge can order ncp to stay in MD until arrears are paid. NCP ran out of state to MI then TX and now planned to go to WI until she was caught.

A judge cannot impose such a requirement. There is an interstate agreement which allows you to enforce a MD law in any other state where the ncp may be located. Thus, if the ncp goes to TX and is working, you should be able to get a court order there requiring earnings withholding through her employer to pay her child support obligation. Obviously, it's more cumbersome and expensive, but it can be done.
