I want to know how to sign over my rights to my child? If so can back child support be dropped or is it still owed and current child support? Would I still owe child support if I sign over my rights?

In general, the court will not accept your plan if the sole reason is to avoid child support. Moreover, the court is more likely to reject your plan if this relinquishment of parental rights would lead to your child being supported by taxpayers. Furthermore, even the judge permitted you to do this, you would still owe back child support.

You have an obligation to pay child support even if you want nothing to do with the child. You cannot avoid this obligation by simply "signing over the rights" to your child, unless it is as part of an adoption by another person.
