Legal Question in Civil Litigation in Maryland

A Maryland health center wants to charge me $22.88 per chart preparation fee for my medical records. Is this legal this year 2013? Can they charge for preparation fees? Then on the form it states there policy is under current statues and regulations and health code section 4-304 and HIPAA. Also there is 76 cents per page charge. Thanks

There is a fee for medical record preparation which health care providers are entitled to charge. It is $15 + a per page charge, which was .50/pg in 1995 but adjusted for inflation after that, so the .76 is probably the current page charge.
