neighbor dispute

I own a town home in maryland. I'm living in a community managed by a HOA. The neighbor to my right has 6 pets. The HOA rules and regulations states a limit of 2 pets per house hold. His pets have been crapping in my front and backyard, i've made several complaints to the neighbor and the HOA. It's now almost two years and the saga continues. I have his dogs on tape crapping in my property can i sue the HOA.

The short answer is yes. You may contact me if you want to pursue that option. Depending on what county you live in, 6 pets may also be a violation of the code. You may be able to contact the county for enforcement.
