Who is responsible for utility bills (electricity, gas, water) if tenant does not pay? Is the landlord responsible?

Look at the lease. The lease determines who is responsible to pay utilities. If the tenant violates the lease by not paying utilities, it will depend on what type of residence it is. Of course, if it is a house, townhouse or condo and the utilities are in the owner's name, it would behoove the owner to pay the utlities and consider nonpayment a violation of the lease. The owner can then start proceedings to evict the tenant and recover the amount paid for utilities.
