Could I be sued for either of these things if I requested a song on a radio staion to, the in my opinion animal who molested me when I was 3 years old and then give his name, or would I be within my legal rights as it is documented through a government agency what occured? Thank you for your time.

First, I doubt it would even be broadcast, because while you may be able to establish the truth, the radio station could not. Truth is a defense to defamation claims, but it's a question of proof. The fact that a government agency says it is not proof, and may not even be admissible in evidence (unless it's a court judgment). In any event, you could certainly be sued and have to incur the cost of defense, even if you are confident of winning.
