Where do I look to find out about what is required to compell the production of documents of an out of state non party? Does the MD circuit court need to have jurisdiction over the non party company?

You will have to go to the state where the witness is located, file an ancillary action, and then schedule a deposition of the witness. You will have to have a subpoena duces tecum issued for the documents you want. The MD court does not have the power to issue a subpoena for someone beyond its jurisdiction.
