What is the time frame for suing for money owed to you from a contractor,

It doesn't matter when he stopped paying you, it matters when he initially breached his contract with you. Maryland has a three year statute of limitation so if he breached his contract in January of 2007, you have until January 2010 to file a claim for breach of contract or it is barred.
Actually, under MD law the statute of limitations, which is 3 years as Mr. Akin-Deko stated, runs from when the last payment was made or even from when the contractor last acknowledged that he owed you the money. So you have at least until July 2010 to file suit, and if you have some evidence, such as an email, that he acknowledged the debt after that, you'd have longer. But since it's been over 2 years since you last were paid, there isn't any reason to wait if you want to go to court.
