If the scam is unrelated to U.S. Immigration & Nationality Law, then an Immigration Attorney cannot assist you. Furthermore, I am not sure the U.S. Dept of Homeland Security would want to have anything to do with a matter unrelated to terrorism or visa fraud. This may be a criminal matter that you can report to local law enforcement, though. I would run this by a criminal attorney in Maryland to see if this person has committed a criminal offense under your State Law.
