Legal Question in Intellectual Property in Maryland
Currently, libraries lend out copies of electronic books. There is a limit to the number of ebooks they can lend out, despite the fact that, from a practical purpose, there's no limit to the number of ebooks they could distribute. Is this because of a law, or do the libraries take it on themselves?

As a Franchise Attorney I believe you've already asked a similar question. It's a policy the libraries set themselves. It's similar to Netflix. They will only let you watch one movie at a time online using their instant viewing. Consult with a good business or franchise attorney in your area for specific advice.
