Generally all owners must agree before property can be sold unless the court takes charge and gives someone else authority to sell.
If co-owners cannot agree, any of the owners can go to court and force a sale through a type of case called a sale in lieu of partition action. Basically the court will appoint a third party (trustee) to take over the house, sell it under terms reasonable to the trustee and disburse the proceeds among the various co-owners.
As with most litigation related claims, it is advisable to seek legal counsel. Naturally litigation costs time and money and may not be the best route in every case.
