Can a Home Owner's Association enforce a rule which prohibits parking on public roads?

If by a "public road" you mean a road that is owned by someone or some entity other than the HOA itself, then the answer is that they probably can't enforce a rule like that.... but make sure you're real clear on who actually "owns" the road.
