Legal Question in Real Estate Law in Maryland

What recourse do I have to require a neighbor to cut their grass both front and back; but specifically, in the back yard? Their grass is more than 5 feet tall and can be seen from the fence, and now I have pests, e.g. mice entering my home from their yard neglect. I moved into this house 3 months ago and it has been a constant battle to get the HOA to intervene. I don't know what to do and because I am a single, I do not want to put myself in a situation where I have to worry about any repercussions for requesting that they take care of their property so my property won't be placed at risk. This is both a health and property issue. Please give me some guidance. Thanks.

Most jurisdictions have regulations about how high the grass can get - if an adjacent property owner isn't following these and it is creating a health hazard, one could contact the county / city code enforcement office and let the officials deal with it. In appropriate cases the municipality will issue violation notices directly to an owner.
