Legal Question in Traffic Law in Maryland
If you buy a vehicle and its not in your name yet and you get a boot on the car are you responsible for paying the old owners tickets before getting the boot removed even f you go through and get the title in your name to prove your not the person with the tickets in their name?

Practically, the MVA will not transfer title or register a vehicle that has unpaid violations. You can either pay the seller's fines or get the seller to pay them.
